EP3C16 FPP Configuration

I'd like to use FPP configuration with the EP3C16. Looking at the pinout tables only the F484/U484 packages have an MSEL[3] pin. Are these the only packages that support FPP? The handbook indicates no such restriction, in fact, suggests that only the E144 package precludes FPP. What gives?

I don't understand your question. There are two codings of the MSEL[2..0] configuration dedicated to FPP: "110" for 2.5 to 3.3 V and "111" for 1.5 to 1.8V.

The secret of the MSEL[2..0] configuration is, that MSEL[3] is bonded to MSEL[2] internally. The remaining MSEL codes are shown in the below table. (I guess, this could be told clearer in the hardware handbook)
