The part you specified is an RoHS compliant part. i.e. it needs lead free solder and solder temperature profiles. I have seen connectivity issues similar to what you describe when incorrect solder or temperature profiles are observed. Is your PCB all RoHS lead free or is it mixed leaded and non-leaded? Can you check with your manufacturer what solder and profiles they are using?
