FLEX 10KA. The Dual-Purpose Configuration Pins

Hi All ! 

FLEX 10KA has next Dual-Purpose Configuration Pins: nWR, nRS, nCS. CS, RDYnBUSY and CLKUSR. I need to use these pins as Tri-State input-output pins (bidir) during user mode (for connect to the data-bus of RAM). I use Assign-> Global Project Device Options… for configuration these pins. 

But MAX+Plus II helps for Dual-Purpose Configuration Pins in “Help->FLEX 10K and ACEX 1K Global Project Device Options Dialog Box”, that if the Tri-State option is turned ON “the pin is not used as an I/O pin in during user mode”.  

Question: Can these pins work as user’s Tri-State (and only) input-outputs?
