Hardware Communication Problem

I'm trying to get my hardware to communicate with my Quartus2 V9.1 software.The hardware is Altera Cyclone II FPGA (part# EP2C8Q208C8N) and a configuration chip (Part# EPCS4). I have attached a screenshot of the error I get when I click the Add Hardware button in the hardware wizard. I really need to get this thing to work. Thank you

Enable incoming TCP connections on port 1309 on your local firewall. This should fix the problem.

How do you do that? I have a CA security suite installed on my machine. I don't use the Windows 7 Firewall.
