Hardware development : how to develop my own board for a dedicated application?

I would like to develop my own board based on CPLD Max V for a dedicated application.

Do you know if there is a guide or reference manual which provide basic recommendation and help for such kind of development ?

Please apologize if my question is posted on a bad location (Intel oneAPI Base Toolkit) but I didn't find where to post it.
