Help on product selection and getting started

I would be grateful for some assistance on selecting an FPGA development starter kit for an application involving sampling an analog input signal (<1V) at approx 25 MHz, performing some simple algorithm on the sampled signal and feeding back to the Host PC. Is USB interface available? Are top level code blocks available for the sampling and interface control?  

 

Once the development phase of the project is complete, what would be the corresponding unit cost for final implementation in the consumer product? Ie for the same FPGA without the development kit. 

 

I am usually a Windows application developer in C++/C#!
