How to identify ALTERA StratixII?

To all, 

I just bought a piece of ALTERA SratixII, but I couldn't download any program using this chip. I doubted that it was a bad chip or fake chip. If you touch it, you may find that the surface was not smooth. You can feel that the number trace. Under the LOGO, you can find two rows of number. The first line is 'EP2S130F1020I4', and the second line is 'K CAC9L0937A'. It was made in KOREA. And there also two lines of pale number under the KOREA. The first line is 'NAC9L00843', and the second line is '3A1KA9L0C'. I don't know if we can identify this chip using these number, but I hope that someone can tell me if this chip is good. THANK YOU!
