Wea re looking for a Internet Protocol (IP) design \ core that implements the IP layer of the network model. We have a purchased a Tripple speed MACC core but it is for the Ethernet layer protocol. We are looking to save developing the firmware for the Internet Protocol (IP) design. Does Altera or other third part vendor provide such a design ?

I'm not aware of any existing hardware IP core. It is a lot easier to take a softcore CPU and use a software IP stack, such as the Nios II / Interniche pair that you can evaluate with the Nios IDE.
