Background: I am using 2 FPGA's per board. Rev 1 we did not have nstatus, nconfig or conf done tied to Vcc. We were able to program .sof file and verify the rest of the design, but could not program .pof file.
Rev 2 one FPGA programs fine, but the other does not. nStatus seems to be the problem. It is high before and during programming, but then goes to 2.0V where Vcc=3.3V. It is not shorted to any other signal or component on the board. What would be causing this in between voltage?
Are there any other key signal in addition to those 3 that I am missing?
