Max10 10M08SAE144 Problem with output voltage for most pins

I have about 13 pins that output clean signals at ~3.3 V. This is fine, but if I try to program any others on the Max10 they output maybe 130 mV max. I thought it had something to do with the type of pin, but some pins are the same types as others and still there's a performance difference. I've tested this using simply one output, so I know it's not because I have too many pins trying to output at once. The only trend I notice between the pins that work is that they're all high speed, but there are other high speed pins that don't work. What can I do to change this, if anything? 

 

Edit: Sorry it's a dumb hardware issue, problem solved
