I`ve bought Cyclone II FPGA Starter Board and along with it I`ve received DVD with Quartus II, NIOS EDS,.. and also NIOS II Evaluation licence. And, as I understood I sholud be able to program the Cyclone II with some designs which include NIOS II. But when I compile the design in SOPC builder tutorial (One with LED and SWITCHES) receive following warning

Warning: Can't generate programming files for project because design file "C:/altera/70/quartus/Projects/NiosSystem/cpu_0.vhd" is encrypted. It does not have license file support that allows generation of programming files.

I`ve obtain my license for Quartus II and Altera ModelSim over internet , and didn`t so far had problems with other MegaCore functions!

Does anybody know what the problem is?

The message you are getting is just a warning and Quartus is probably still creating the SOF file. With a NIOS II eval license, Quartus will not create actual programming files but should still be able to create a SOF file. You should be able to download the SOF file via JTAG to the FPGA.

If you have the bandwidth, I would suggesting downloading Quartus II 8.1 Web Edition from the Altera website.
