Need MAX10M04 pin low before configuration is done

Is there a way to make outputs low before configuration when not doing in-system programming?

When I go into Quartus and open and compile my design using the option path Assignments>Device>Device and Pin Options>In-system programming clamp state>Low

does not result in a low output before configuration completes.

We do not have an Intel USB Blaster connected -- this needs to happen during normal board power-up.

Hi,
the question has been asked quite often. There's no software option to achieve what you want. You need to override internal weak pull-up resistors by an external pull-down resistor, e.g. 1 - 2 k, depending on the required maximal low level.
