PLL does not WORK in my board!?!?

Hi friends ! 

In my new board there is a ep2c8q208c8 ,when i use PLL in it,no output clk from it,but I download it to another board it works! 

So is there something wrong about pll in my fpga?? 

Hope someone know about it give me advice!
