Quartus Web Edition license suitable for "public" CI on GitHub/Travis?

Does anyone know if Altera/Intel would allow to use (free) Quartus Web Edition to set up a public continuous integration (CI) environment for open-sourced VHDL? 

 

This would probably require to setup a non-standard, noninteractive installation image and make this available somewhere for download to the Travis build environment. In my case, I'm talking about an older version (13.1) because of the nature of the target platform.

Huh? I answered my own question asked years ago (as a long time member) and nobody took care about and I'm welcomed with a "new contributor badge"? Strange.
