I need to program my Stratix EP1S60F1020I6 FPGA device but not found any version of Quartus II web edition to support this device. Is there any version of Quartus ii web edition available to program Stratix devices or any other way to program this device?

The unlicensed/free web edition did not support the Stratix series. It was a high end part and required the subscription version.

QuartusII 13.0sp1 Subscription edition supports that part, available here:

https://www.intel.com/content/www/us/en/software-kit/711920/intel-quartus-ii-subscription-edition-design-software-version-13-0sp1-for-windows.html

But you will need to get a license to run it.

Agree with @_AK6DN_

It is currently supported in Quartus II 13.0sp1 Subscription edition.
