Safety Project with Cyclone V EN 50128 RAILWAY & SafeFlex KIT question

Hello,

We are working in a project involving Cyclone V FPGAs. Currently we need to achieve the European standard EN 50128 relative to "Railway applications - Communication, signaling and processing systems - Software for railway control and protection systems" and Security Integration Level SIL3 in our design.

We would like to know Altera's solutions relative to this issue.

Another question, we want to buy the SafeFlex Functional Safety Development Kit from NewTec for starting development of Safety project (relative to EN 50128 in first paragraph, and IEC 61508). We know from Altera Functional Safety WEB section that exist the Qualified Functional Safety Data Package. It´s possible to work with NewTec DevKit without the need of Qualified Functional Safety Data Package?.
