To read program from MAX EPM 7128

Hi,

I want to read the program from ALTERA MAX EPM 7128SLC84-15 using USB-blaster cable. I am using Quartus II 10.0sp1 web edition.

Somehow the functions are disabled in "In-System Memory Content Editior". Is this because it is a web edition? Do i need to buy the whole software???

Also is there any other way I can know if the program from the controller is not "Locked" or "protected" and can be changed?

Please let me know your inputs,
