This bank 9A powers the circuitry associated with configuration. All the other VCC pins clearly show what bank they are powering in the pin name and description. I don't want to make a board that doesn't power the configuration stuff.

We used VCCPGM as the bank 9 VCCIO designation in our board:
From the handbook: This implies the VCCPGM is the pin. It would be nice it it was clearer however. VCCPGM Pin The configuration input buffers do not have to share power lines with the regular I/O buffers in Cyclone V devices. The operating voltage for the configuration input pin is independent of the I/O banks power supply, VCCIO, during config.
