converting an ordinary signal to a global signal?

Hello, 

i am using EP3C16 in my project.  

due to my carelessness, a clock input is connected to the ordinary pin. now i need to feed this clock into a PLL, as it is not a global clock input, compilation fail to pass. i am now flying a line on my board to temporarily solve the problem. 

 

i wonder if there is any module that can convert an ordinary signal to global signal that can be feed into PLL directly.

Not on the Cyclone III... only a clock input pin can feed a PLL.
