generating a DLL with Altera PLL

Is it possible to make a configurable DLL in Cyclone V? I assume altera_pll is an option for this. I am not sure that we can use an input clock for PLL which is not free running. My idea is for DDRx interfaces. I want to use a PLL to insert delay for input DQS.

Altera parts have PLLs (rather than DLLs). However, yes. You can dynamically configure them.
