What are the costs for a hardcopy project? 

8-10 M Gates

I think you'll have to talk to Altera on this one. The quantity plays a big role in cost.

should be 1-2 thousand chips. ~ 8 million gate.  I can not find an email address where to respond to the Altera.

Just contact your local Altera distributor. I don't think that Altera would answer directly on this kind of request anyway.
