First of all I suggest you to download the latest QuartusII version from the web. Then compile your project and the netlist is automatically generated. What is your netlist required for?

After you have upgraded your Quartus II version, you have to go to the Assignment-Settings menu and the relevant window will open up. Then you have to set the appropriate Tools in the EDA Tools window. Th netlists will be generated according to the settings that you will use in this window.

Better you download lates altera tool suite that is version 8.0 with Service Pack 1. In this version you will not need to create net list to download anything to flash using flash-programmer utility either through GUI or command.
