.stp file doesn't compile with Quartus II web edition

Hi ,  

i create .stp file using signal tap II and compile the file with my project at Quartus 13.0 web edition . 

i have an error message :  

Error (265013): Can't open SignalTap II Logic Analyzer. Verify that the license file exists and is stored in the correct location. If you are using the Quartus II Web Edition software, you must turn on the TalkBack feature to use the SignalTap II Logic Analyzer. 

 

i tried to Enabled talkback feature , At the Quartus folder in my pc i clicked on tb2_install.exe but i have error message :"sys_tb2_install_dialog.dll is missing" .  

according to signal tap data sheet (page 13-10) :

The signal tap should work with Quartus web edition : "Quartus II Web Edition (with the TalkBack feature enabled)" 

 

At the bottom of the same page says : "The Quartus II software Web Edition does not support the SignalTap IILogic Analyzer with the incremental compilation feature. " 

 

i check at Quartos : assignments -> settings -> compilation process settings -> incremental compilation , and the feature locked and disabled . 

 

what should i do ? 

should i uninstall Quartus 13.0 web edition and install the last version of the web edition ? is there other option to solve this issue ?
