What pop-up? What scam? What is your current version of W10? 1809?
For the RST and 1903 issue, it is typically because of the existence of iastora.sys in the windows/system32/drivers folder. The simple solution is to rename that file to iastora.tmp, then do the 1903 upgrade. The problem is that the windows upgrade tool simply sees the file and complains. It is not that the file is actually in use.
As always, have a backup or restore point before you attempt this. And, you should upgrade to the latest RST before you start.
Since you have been in communication with an Intel support engineer, you should continue your dialog with him. If your case is more complex or does not involve the simple solution I described, your Intel support engineer will help you.
