There are multiple possibilities, but the most common one is that you do not have RST enabled in the BIOS. The parameter you need to have set is usually called SATA Mode, but there are other presentations depending upon motherboard/system manufacturer. By default, this parameter is usually set to the AHCI setting and you need to change it to its RAID or Intel RST setting.
Stepping back, I have to ask: Do you really want this package installed? Are you going to use RAID or an Optane Module/SSD? If not, then you do not want to install RST. RST has no value otherwise; it doesn't provide any performance improvements (it's storage driver is no better than that provided by Windows) and it really only complicates things unnecessarily.
