And when I go to get the latest version of Intel RST, it shows that I already have the latest version available here https://downloadcenter.intel.com/download/28966/Intel-Rapid-Storage-Technology-Intel-RST-User-Interf... , which is the version Intel RST 188.8.131.521

In windows\system32\drivers\, you will find four files named iastor*.sys. Rename them to .old or temp or something.
Then, do the upgrade to 1903.
As always, have a backup just in case...

I think what happened is that an old copy of one of those four files got left behind during an update, and the windows upgrade tool is simply checking to see if any of those files exist, not caring if they are actually used or in use.
