Can E3-1230 v2 with s1200btsr power on with only 1* 4 pin power connector?

since i want to put the system into a SFF case,

the power supply only with one 4 pin CPU connector.

but the s1200btsr have two 4 pin CPU connector on it

Actually it requires an 8-pin CPU power connector. You should try to get an SSI-compliant power supply.
