I have built two of these now and have them side by side and they both seem to act the same way at idle. The CPU is quite cool and it doesn't matter if the cover is on or off. There are only SSDs being used as well, so no extra heat being produced by spinners. No thermal events are logged by IASC or Windows during these events and there don't seem to be any issues at all. My assumption is that this must just be typical behavior for this unit. Can anyone confirm this?

This behavior you describe sometimes is caused by an outdated BIOS version on the board.

Thank you for your response. That would have been my first thought as well, however all updates have been done already. Board BIOS is updated, chipset, RAID adapter firmware, and even all Windows updates are completed. If there's an update available for anything in this machine, I have installed it. That's why I am a bit curious.
Am I understanding you correctly that this is NOT just a normal trait of this unit then?

Well, the "normal behavior" changes over the time with different BIOS updates where changes are made to correct issue found during operation.
In your particular case I would like to get some recent logs and check if there are errors reported that might be causing the fans to act like that. You could do this using the sysinfo utility. Did you ever have any luck with this? I've built 3 of these now and same problem. I've had a couple cases open with Intel, but by the time we start to get anywhere (after collecting and sending logs), I've had to deliver the servers to the customer.
They complain about the noise, usually it's just for a few seconds, but occasionally the fans ramp up and stay that way for hours. I end up having to reboot the server to get them to slow down again.
