S1200BTSR no Video

I' trying to build a server on a S1200BTSR board with an Intel Xeon E3 1220V2 and Kingston KHX16C9B1BK2/8X memory kit but I'm getting no display.

There are no beeps when power up just an undocumented led code OXOXOXXX.

If I remove the memories I'm getting the three long beeps.

The board requires ECC memory. See http://www.intel.com/support/motherboards/server/sb/CS-032418.htm Tested memory and hardware list.
