S2600 no post or display - ideas?

I have an S2600 server, restarted it last night and it didn't come back up. System turns on, fans go to full speed and calm down, but no display at all, no beeps, and all LEDs are green. No post it seems like.

After 10 minutes or so it will restart.

I have tried a different processor, reset BIOS, different power supplies (dual PS) and replaced all memory.

The drives never 'light up' either. Also, mgmt RMM /BMC doesn't work either, won't connect. shows green though.

I am thinking the board is bad.
