Binary Configuration Tool

I could not find a forum for the Binary Configuration Tool.  I am using the BCT to configure the FSP binary for a Baytrail Atom E3815 processor.  The BCT allows you to enable either or both of the HSUART ports.  If they are enabled, does the binary completely configure the registers?  If so, what is the base address for these devices?

BAR0 for Bus 0 Device 30 Function 3 and

BAR0 for Bus 0 Device 30 Function 4
