CPU Temperature

HI, I am doing a project about CPU cooling system.

I want to ask what is the optimum temperature for the newest CPU and what is its TDP and junction temperature?

Is that the temperature distribution on the CPU surfaceis constant? If not, how is the temperature distribute on the surface?
