If you're asking whether the F200 desktop camera has a mechanical tilting mechanism in its stand that allows it to move up and down on command, the answer is sadly no. It would have been really useful for leg tracking if it did (since the camera can recognize knee and toe joints and treats them like finger / palm joints).
There's nothing to stop you from adding a third party tilt mechanism by another manufacturer though and incorporating that into your project. That would only be useful though if your project was for your own use, since anyone you distributed the project to would not have the benefit of that tilt mechanism on their own camera.
