Can't License Fortran-Intel Parallel Studio XE Composer Edition for Fortran 2016

Downloaded "parallel_studio_xe_2016_update2_composer_edition_for_fortran_setup" to set up on new machine after being told I have a serial number for a single named user system locked license that could be used on multiple devices non concurrently. After installing, I went to your site and "Manage Licenses" and "Activate Serial Number" with my new host ID number to manually generated a license file using the machine host ID and serial number for the product since I can't register via the internet due to our firewall.  I receive and error of "The license file provided is invalid".  My subscription is good through 15 June 2016.
