Can't downoad registred IPP Cryptography Library

I can't download registred IPP Cryptography Library, always get "You do not have the necessary authority to complete the requested operation." then trying to download. I have purchased Windows IPP Library. You already have this problem more then 2 years. Do you fix any errors in your licensing system on sites ?

Direct links (what comes to email) after trying to download give me: "500: Server Error [%s]"
