Can the core i7 6970hq accept an entirely new operating system?

What would i need to do in order to have this chip to accept a new bios and operating system? I am trying to pair this with other components as well such as a lte modem, various sensors, flash memory, battery, main board, screen, cameras, speakers,  housing, realsense 3d  etc from scratch and build it as a DIY at home project
