Configure Mobile Intel 945GM Express Chipset to output to TV via VGA

How do you configure Mobile Intel 945GM Express Chipset to output to TV via VGA with Windows XP SP 3. I have the proper cord and am trying to avoid an external video converter. There is another thread about this but it only says that they did it and are now having problems with choppy video. I want to get that far at least!
