Does Intel have a program for developers to test and develop applications on the UMPC for Linux ?

Intel doesn't have any SDKs for Linux at this point. It is something that is being consideredso you might check back in a few months.

If I am not mistaken, Intel does provide a Mobile Platform SDK. Info isavailable at http://software.intel.com/en-us/articles/intel-mobile-platform-sdk-for-windows-release-notes/. However, to my knowledge, there is no explicit Mobile Developer Program...AppUp is for Netbooks with Atom chips andhas a MeeGo (Intel's Linux) section and allows for development in Java, C/C++ andC#.
