Does Intel's Core i3/5/7 Graphics Support Hardware Acceleration without DXVA2?

The problem of Microsoft's DXVA2 is only for Windows 7/Vista and only EVR like renders. So any hardware video acceleration is bound to use EVR.

Can we use Intel's Media SDK to create a DirectShow filter with hardware acceleration for any renders without limit on EVR renderer?
