Hello , 

please I want to ask about some thing , GUI Designer Tools doesn't appear in xdk intel is there a problem with my computer

Make a new blank project and click the "App Designer" checkbox. Doing so will give you the design tools.

Some, but not all, of the samples and templates also use App Designer. But if you choose one that does not, you won't get the option
