How come one person can't manage all licenses in his group

Hi,

Why is it that each Intel Fortran user has to manage their own license and only theirs exclusively?  I am at IT admin and I want to have a place to check on all 9 Fortran license my goup has.  Why can't I do this and is their a link where I can sign up to do this?

By the way, Tom Fox is my ex-supervisor and I would like my own log in even though I don't use Fortran.
