How to Teach my processor to support hardware virtualization?

My processor (Intel Pentium dual-core T4200) does not support hardware virtualization. Can I solve the problem by any software?

Ok. I have operating systems windows 7 and I tried to use Microsoft virtual pc 2007 but this software does not support USB device (scanner BEAR Paw 2400ta plus. There is no drivers for windows 7).  Microsoft virtual pc that can support USB device is not suitable because of the limitations in the processor.
