I created a html5 / js / css application with Intel XDK. And while trying to publish in Google Play I see that a license is required if the application is paid.
I can't find any documentation on adding Google Play license verification to a Cordova app project.
I've tried to follow the steps on the android developer pages for Adding Licensing to Your App but I can not find the way to implement on Intel XDK
Thanks for the help.

I am pretty sure that you do not need to do that. I have uploaded many apps to the store that I set as paid and do not need to upload this file.
