How to transfer the licence of intel visual fortran composer XE(2011 for windows)

Hello,

I want to transfer a licence of visual fortran composer XE(2011 for windows) from old user to another user.

Old user(who currently has licence) has already left our laboratory. But I know the serial number for the licence,

How can I transfer the licence?
