I also had trouble installing HAXM recently and after I read your post I decided to try a few things and whammy, I was able to figure it out and I now have HAXM installed and working. Make sure you have Hyper-v disabled. Then open a commandline prompt with admin rights and type "bcdedit /set hypervisorlaunchtype off" without the double quotes on each end. I would also restart just to be safe and then try installing HAXM. Just in case you need to re-enable Hypervisorlaunchtype, you would pull up commandline with admin rights and you would type out "bcdedit /set hypervisorlaunchtype auto" again minus the double quotes on each end. Hopefully that will resolve your troubles like it did mine.
