No, the XDK is a development environment meant to run on "desktop" operating systems. The supported operating systems for XDK are Windows, Mac OS X, and Linux. It's a tool for creating apps that you could run on a Galaxy Tab 3 (and many more - it supports Android, iOS, Windows Phone, Windows 8, web apps, etc.).
