If your host system is Windows or IOS, Youcan follow the simpletwo steps below to get Android SDK r17 and make it work for HAXM:
1. Go to: http://tools.android.com/download/adt-17-preview to download r17 preview and install it per Google instruction
2.Start Eclipse, then Window--> Android SDK Manager --> Select Intel Hardware Accelerated Execution Manager under Extras and install it. Then you are ready to go

Just for future reference to people landing on this forum:
The ADT version and the Android SDK version are two different things. ADT is the plugin for Eclipse that allows you to develop Android apps. It comes with the Android SDK Manager which you can use to download Android images.
The nomenclature can be a bit confusing, but Google uses the SDK version to actually mean the API Level of the Android image. See http://developer.android.com/guide/topics/manifest/uses-sdk-element.html for further details.
As of the date of this comment, Intel has provided x86-Android images for API Level 10 (Android 2.3.3) onwards.
Lastly, bear in mind that Eclipse is no more the official IDE for Android development. If you are using Android Studio, do will not need the ADT. Android Studio comes with the Android SDK Manager which allows you to download all the Intel (x86) Android images you need (i.e API Level 10 onwards). To make use of Intel HAXM, you need to install the Intel HAXM driver (available in the Extras section of the Android SDK Manager).
