As you see in the picture below. There are many spots that formed a grid. It is IR left stream on a R200 camera.
Is it by design or my camera is broken?

That is normal. The IR Cameras need the projected pattern in order to calculate depth.
You can turn off the IR projector using "PXCMCapture.Device.SetDSEnableEmitter". However this will disable the depth output, and you will need a strong source of infrared light to see anything out of the IR cameras.
