MKL floating licenses

Dear Intel,

we are thinking about using MKL in our products source code. I am trying to find out what this would mean for the number of floating licenses in need. What does concurrent usage even mean in respect to MKL compile time linkage? I am refering to:

Do I need to get a license for each machine being used to develop and test applications using Intel MKL library?
The number of licenses for Intel MKL that you need are determined by the number of developers in your organization. These can be deployed on any number of machines on which the application is built and/or tested as long as there is only the number of licensed copies in use at any given time. For example a development team of five developers using ten machines simultaneously for development and test activities with Intel MKL, will be required to get ten licenses of Intel MKL. FLOATING LICENSE: If You are using the Materials under a floating license key, you may (a) install the Materials on an unlimited number of computers that are connected to the designated network and (b) use the Material by no more than the authorized number of concurrent individual users. [...] Intel will provide You with a license key that enables the Materials for a floating license up to the authorized number of concurrent users.
