Vertex Shader
A vertex shader is used to add special effects to objects in a 3D environment by performing mathematical operations on the objects' vertex data
Transform and lighting (T&L)
Transform refers to the task of converting spatial coordinates, which in this case involves moving three-dimensional objects in a virtual world and converting the coordinates to a two-dimensional view.
Lighting refers to the task of taking light objects in a virtual scene, and calculating the resulting colour of surrounding objects as the light falls upon them.

Iv just made a couple of tests using 3dmark06 before and after the beta driver......
score before the beta 330
score after the beta 353
not much improvement but at least we can now play T&L and vertix shadergames

Having enabled hardware T&L is same as hardware vertex shader: http://www.toymaker.info/Games/html/shaders.html
14.31 enables hardware T&L, which supports VS2.0
T&L used to be done on the CPU, but at one point, the GPUs started doing T&L all by themselves. Intel GPUs up to GMA 950 were not fully supporting hardware T&L since it could do pixel processing, but not vertex processing. Having a pixel shader and vertex shader in hardware but not having hardware T&L is NOT possible, and sorry to say, its pure misinformation. All the coordinates calculated(transform), andall the lighting(lighting) applied is done by the vertex shader, hence Vertex Shader is basically hardwareT&L.
